Is it Illegal to not get a copy of your auto contract from a dealer?

My gf bought a car and is having major issues with the dealership. we noticed that we did not receive all the copies of the contract. We have been asking for copies of the missing ones and they tell us that they wont give it to us. Is it illegal for them not to give us a copy of the requested contract? Thanks.
