How to achieve glittery eyes... will this work?

i like to use the nyx eyeliner pencils, i have a bunch of them in plain colors. i am also thinking of buying a few of the makeup forever glitters so i can use them over any color... but i'm not really sure how to use loose powders. the nyx pencils are pretty creamy, would just patting the glitter on hold? or should i buy some type of primer?
