Should i call child protective services or just try to help?

my neighborhood is a young mother she is 19 and has a 3 or 4 month old little girl. during her pregnancy she went through alot with the father and tried to hurt herself while she was pregnant saying that she didnt care about the baby because he didnt. she came to my house and poured out her prenatal vitamins. i would talk to her an calm her down and the baby was born healthy but i went over during the weekend and wanted to visit and she would not let me come in she came outside to talk, as she closed the door i smelled a strong odor like a pee smell and the floor was so junky. i asked was everything ok and she said it was and she was doing fine. i decided to go by because some nights ive heard the baby crying for an hour or so and ive heard rumors that she doesnt keep a clean house and will leave the baby unattended and let her cry herself to sleep. house and has some issues mentally and is not stable. i was just wanting to know what should i do? i thought about calling child protective services but i dont want her to lose her child but i dont want anything to happen to the child. this girl got pregnant in order to keep the boyfriend around and now that its not going the way she wanted she is just very unstable. im very concerned, should i try to help or should i just go ahead and call?
